Cuts to Federal IDEA Funding Under Sequestration
"Sequestration" is the term used to describe the automatic spending reduction that must be made due to the failure of the Joint Select Committee on Deficit Reduction (aka "Super Committee") to produce a bill identifying budgetary savings of at least $1.2 trillion in the federal budget. These are mandatory, across-the-board cuts with few exempted programs and take effect January 2, 2013. These automatic budget cuts will be applied to most programs, including all discretionary education programs, except Federal Pell Grants. For FY 2013, "sequestration" will result in cuts to IDEA federal funding to states in the amount of $1,053,600,000 to support special education for students with disabilities ages 6-21 and $33,910,000 to support preschool programs for students with disabilities ages 3-5. These reductions, as estimated by the  Center on Budget and Policy Priorities<http://www.cbpp.org/>, represent a cut of 9.1 percent. Committee Chair Appointments:
Please contact Kelly Ball, GSHA President, at kellyball@tsg-inc.net, if you are interested in being appointed to the position of a committee chair on Executive Council, beginning July 1, 2012.  The chairs that are to be appointed for this year are Communications, Continuing Education, Membership, Higher Education, Public Information, and Convention Associate Chair. Each of the chair positions serve a two-year term.  Committee duties are in the GSHA Standing Rules here.

News from the 2012 Georgia Legislative Session

LaRae has composed a legislative update to keep members informed about important legislation affecting our members this 2012 legislative session.  This report follows.

House Bills HB 52  This bill will add public and private schools and colleges and universities to places where a disabled persons may be accompanied by a guide or service dog. This bill was passed by the House on 2-16 and has most recently gone through a second read in the Senate on 3-10.
HB 181  This bill related to scholarship programs  for special needs students to attend a private school or another public school if the child has an IEP relating to eligibility requirements (further information can be found at http://www.doe.k12.ga.us/External-Affairs-and-Policy/Policy/Pages/Special-Needs-Scholarship-Program.aspx.). This bill passed the House  on 3-15 and Senate on 3-22.
